Criminal and extrajudicial judicial and extrajudicial documents are sent directly through the Ministry of Justice of each contracting party, without prejudice to the provisions of the special articles relating to the extradition of persons who have committed or convicted an offence. Visits by judicial delegations and exchanges of members of the judiciary and other experts to monitor the evolution of legislation and justice are also encouraged by the parties, as well as exchanges of views on legal problems and study visits by staff of each state. The contracting parties coordinate the procedures provided for by this agreement with the Arab Organization for the Social Defence against Crime (Arab Criminal Police Office) for extradition requests through the relevant liaison offices, in accordance with the agreement establishing the Organization; The contracting party required for extradition sends the Bureau a copy of the decision on the extradition request. Each party may ask any other contracting party to initiate, on its behalf, legal proceedings in the territory of that country in connection with an effective legal action, including hearing the testimony, receiving expert reports and consulting them, conducting inspections and taking oaths.
